Function positioning:
Operational risks are part of doing business. Although operational risks are everybody's responsibility, The organisation requires organized and independent internal oversight, facilitation of the risk cycle, and advice to the organization.
Operational Risk Management is an integral part of the organisations Risk Framework and gets increased attention within the organisation and in the wider EMEA context. This is triggered by growth/complexity of the operations, focus of the regulator on ORM topics, changes in the operations, developments in the external environment and regulations that impact operational risks.

ORM forms part of the Risk Management Division which is responsible for:
• Identification, assessment, monitoring and evaluation of all risks in the bank.
• Support and advice in design and deployment of the overall risk management framework, including risk culture, policies, appetite and limits.
• Challenge and escalation of risk and/or control issues to the Management Board.

ORM organizationally reports to the Head of Risk, which in turn reports to the Chief Risk Officer. The AVP Operational Risk Manager reports to the Head of ORM.

Purpose of the assignment:
The Operational Risk Manager supports the risk cycle for specific Operational Risk types and is responsible for ensuring risk identification and assessment is effective, and material risks are brought to the attention of senior management in a timely fashion with sufficient quality.

The Operational Risk Manager supports the ORM team in their role as business partner for several functional areas (divisions, departments) of the organisatiob. In this role, the AVP ORM is responsible for ensuring that:
• identified material risks and internal incidents are registered, assessed and included in reporting.
• the Risk & Control Self Assessments are properly administered and maintained in the GRC system.
• controls are tested to determine their operating effectiveness.
• ORM reports provide comprehensive insight towards senior management and other stakeholders.

The Operational Risk Manager actively contributes to a risk management culture which is open and considered positive and contributing to the success of the organisation

Key responsibilities:
• Provide advice and guidance to the 1st Line to complete design and operating effectiveness of controls and conduct 1st line control testing
Provide advice and guidance to the first line to review the Risk and Control Self-Assessment ( RCSAs)
Providing guidance’s to the 1st line on reporting the incidents, manage the incidents through incident management process;
Escalation of (potential) risk events or regulatory breaches in accordance with the organisations risk governance framework;
• Support the ORM reporting processes by combining available data and insights in comprehensive reporting that supports risk aware decision making within the organisation;
• Promote changes to systems, processes and working practices in order to achieve operational control.

Your profile:
Functional / Technical Competencies
Essential:
• Extensive experience in testing design and operating effectiveness of controls
• Experience in risk and controls assessment.
• Experience in incident management
• Experience in outsourcing ( as 1st, 2nd or 3rd line)
• Experience with working across departments and functional fields;
• Experience in project management is a preference
• Experience in preparing presentations and reports;
• Proficiency in writing and editing reports and formal documents;
• Stakeholder management & engagement skills;
• Knowledge of, and experience in, operational risk management in a licensed banking institution;
• Good overview of the operational risk types a bank is exposed to;
• Fluent language skills in English.

Preferred:
• Experience working with IBM OpenPages.
• Previous experience in one of the Big 4

Personal:
• Excellent interpersonal skills; building relationships with internal stakeholders
• Good communication and presentation skills; ability to explain a complex topic in a structured and clear manner;
• Proactive self-starter, able to handle a significant and diverse workload;
• Results driven, with a strong sense of accountability;
• Ability to think independently and critically to create own views;
• Calm, pragmatic, with a structured and logical approach to work;
• Team player capable of collaborating in cross-divisional teams and display organizational sensitivity;
• Ability to work in multicultural environment, respecting diversity.

Education:
Academic (master) degree in a relevant field of study, MBA or professional qualification (e.g. CFA/FRM) is an advantage.

Experience:
Previous experience in big four is a preference Tangible work experience (min 5 years); the function requires practical experience with risk management in a regulated entity, either in 1st, 2nd or 3rd Line of Defence roles. Good understanding of operational risk management is essential.

Residence: You need to be registered to the dutch chamber of commerce and allready be living in the Netherlands.
